And then to force it to execute – the whole problem. It is very difficult. A more correct scheme would be: first, the university receives a state order, and then follows the conclusion of a legally competent agreement between the enterprise, the student and the university or the payment of state subsidies and scholarships. What’s next? Fulfilled obligations – good. If you do not want to work in your profile, return what the state spent on your training. Concerning "Baumanki" – about two thirds of students go to work in their specialty. It’s great. And by the way, one hundred percent of graduates find jobs that require higher education. – How many people from Bauman leave to work abroad? Don’t you think that these people should first of all return the money to the state for their education? – In the mid-90s of the last century, there were really a lot of people who left. I have no exact statistics. But these are hundreds and hundreds of specialists. Moreover, many sought to obtain the so-called "permanent residence"… The picture changed four years ago. Now our guys are happy to go abroad for internships, conclude short-term contracts – no more than two years. But, despite offers to stay and extend the contracts, they return to Russia. Because here they have more interesting prospects. In the contract system "departure to the West" it is logical to equate to "work outside the specialty"… Therefore, in the contract with the student it is necessary to specifically stipulate that he must work in Russia. – Your specialists – "piece goods"… Meanwhile, the President, in his Address to the Federal Assembly, touched on the topic "overproduction" holders of university diplomas. In recent years, the number of applicants has tripled and almost equaled the number of graduates. What should be done so that the high standard by which Russian education has been evaluated until now does not drop? – The rapid growth of the student body is directly related to the quality of education. Many universities simply stamp diplomas. As a result, we graduate specialists who can only be called specialists. And most importantly: we are destroying the image of high-quality Russian education, which is recognized throughout the world. It is difficult to gain prestige, to lose it is much easier. The problem is that high-quality education has become practically inaccessible to low-income applicants. To somehow improve the situation, they introduced, for example, the Unified State Exam. But, in my opinion, the most reliable way to restore justice and ensure that children from low-income families enter the university is to develop a system of olympiads and competitions. An all-Russian program has been implemented at MSTU for several years "Step into the Future"… Tens of thousands of schoolchildren are involved in it. Together with local education departments, we are conducting it in 70 regions of Russia. It is at these intellectual competitions that the most talented and brilliant children are revealed who really want to learn. And the material condition of the family does not matter here. From the dossier "WG" At various times, famous design engineers Vladimir Shukhov, Sergey Korolev, Andrey Tupolev and Pavel Sukhoi studied at the Bauman Moscow State Technical University. Its graduate, academician Anatoly Savin, while still a fourth-year student, received the Stalin Prize. With a diploma "Baumanki" famous politicians and public figures Boris Pastukhov, Andrei Kokoshin, Mikhail Shmakov began their careers. Journalists Yaroslav Golovanov and Andrey Leonov are also Baumans. Your noticeable mark "Baumanka" left in art: she became "alma mater" for famous artists Semyon Farada, Arkady Ukupnik and others.

(review prepared by GNII ITT "Informa") hero essay exampleDate: 31.05.2004 Title: Moscow will have its own school for difficult teenagers Author: EDITORIAL Publication: MOSKOVSKIY KOMSOMOLETS Impenetrable glass and modern locking devices will be installed on windows and doors in a Moscow special school, which will open in September this year in Yuzhny Butovo. By a court decision, teenagers with deviant behavior will be placed here. The corresponding decree was signed the other day by the city authorities. As reported "MK" in the Moscow Education Committee, it will be the first closed school in Moscow. Until now, adolescents from 11 to 14 years old who committed dangerous acts (that is, before the onset of criminal responsibility) were sent to similar institutions in other regions. It was both inconvenient and expensive. Moscow school is likely to become the best in Russia. It is being built according to a special project. Provides a gorgeous pool, greenhouses, greenhouses, gyms, workshops, a stadium and much more. The school will have its own fenced-in plot of land. In general, there are no plans to put bars in the new institution, and even the number of guards will be reduced to the very minimum so that teenagers do not feel like they are in prison. However, none of them will be able to leave the school without permission thanks to modern technical means of protection. The school is designed for 60 people. In each class, no more than 8 teenagers will study. Taking into account the fact that they can all be with different levels of school training, an individual program will be developed for each. Whole groups of psychologists, educators and educators will take care of Moscow’s teenage hooligans. By the way, it is possible that in the future minors from other regions will be admitted to the special school. Among other things, this year in each district of the capital there will be schools for "deviants" open type (today such educational institutions are only in the Central, South, South-West, North-West and North districts). Here minors will be taught at the request of the parents and the recommendations of the juvenile commissions. A teenager can leave such a school at any time. REFERENCE "MK" The stay of a teenager with deviant behavior in a closed-type special school costs the treasury an average of 150 thousand rubles a year.New arrivals on the DPO portal www.gain.ru: Section "Exhibitions, conferences, seminars"

(review prepared by GNII ITT "Informa")Date: 26.05.2004 Title: Knowledge at your fingertips is a problem Author: MARGARITA SHITZ Publishing: ROSSIYSKAYA GAZETA Training of blind doctors stumbles over bureaucratic obstacles It is KNOWN that those who are deprived of the gift of seeing have very sensitive hands. Experts say that the blind sometimes have unique abilities that are so necessary when assembling and adjusting high-precision devices and instruments, or, for example, during massage. Four years ago, disabled people studied only in twelve technical schools and were practically deprived of the opportunity to get a higher education. Today, 299 out of 335 universities of the Ministry of Education and Science declare training for people with disabilities. However, disabled people fight their way to universities: they are reluctant to accept them. A little more than a hundred disabled people receive higher education in Moscow. The blind, and 270 thousand people are registered in the All-Russian Society of the Blind, are generally deprived of such an opportunity. Not a single Russian university is taking them yet. Raisa Tatarintseva, a professor at the Peoples’ Friendship University of Russia, has been teaching massage to the blind for several years. “These people have increased tactile sensitivity,” says the scientist. – Where an ordinary person does not feel the displacement of bones by a millimeter, the fingers of a blind chiropractor "will see" ailment. Raisa Yakovlevna ventured to create a faculty for the blind at the Moscow State Humanitarian Institute-Boarding School, where disabled people of the musculoskeletal system study. We decided to start with higher nursing and clinical psychology. We collected licensing documents and started organizational preparation. The boy’s mother began to help the professor, as they say, vitally interested in the opening of such an educational institution: Danil’s son lost his sight in the maternity hospital when he was unsuccessfully cauterized with a lapis wound. Now the boy is studying at the only medical college for the blind in Kislovodsk in the whole of Russia, but he dreams of higher education. Cooperation agreements have already been signed between the boarding school and RUDN University. University specialists agreed to teach blind students.
